The Town Manager, hereinafter referred to as "the Manager," shall be appointed by the Council. The Manager shall be chosen on the basis of his professional experience and training and his executive and administrative qualifications, with special reference to his actual experience in or knowledge of accepted practice in respect of the duties of his office. The Town Manager shall be: (1) a graduate of an accredited college or university; his major field of study shall be accounting, engineering or one of the social sciences (such as government, sociology or history), with special training in municipal administration; or (2) he shall have had at least five (5) years' experience in a responsible administrative position in a council-manager system. In hiring the Town Manager, the Council may waive any or all of the aforementioned qualifications by affirmative vote of not less than three-fourths of the Council membership. He shall serve for an indefinite term at the pleasure of the Council. At the time of his appointment he need not be a resident of the Town of Southington or State of Connecticut, but during his tenure of office he shall reside within the Town of Southington. He shall devote full time to the duties of the office.
The Manager shall be the chief executive of the Town and shall have the powers and duties conferred upon the chief executive officers of towns by the General Statutes and which are not otherwise expressly provided for in this Charter. He shall be directly responsible to the Council for the supervision and administration of all commissions, boards, departments, offices and agencies of the Town except those elected by the people, appointed by the Council, or appointed by a regional, state or federal authority. He shall be responsible for the faithful execution of all laws and ordinances governing the Town; he shall promulgate written policies and procedures for his enumerated duties, including but not limited to personnel, and shall periodically, not less than once a year, present these procedures for review and input from the Town Council, shall make periodic reports to the Council and shall attend its meetings with full right of participation in its discussion but without the right to vote; shall prepare and cause to be printed, as soon as possible after the close of the fiscal year, an annual town report; shall recommend to the Council such measures as he may deem necessary or expedient; shall keep the Council fully advised as to the financial condition of the Town; shall prepare and submit to the Board of Finance and the Council an annual budget and shall exercise such other powers and perform such other duties as may be required of him by ordinance, resolution or vote of the Council, not inconsistent with this Charter. The Town Manager shall be Director of Civil Defense and shall be empowered to appoint deputy directors of civil defense.

The Town Manager shall appoint all department heads and other officers and employees of the Town, except as otherwise specifically provided by this Charter and except employees in the offices of elected officers or boards and officers and boards appointed by the Council. The Manager may remove all those over whom he has the power of appointment. In lieu of any appointment by the Town Manager or any of his appointees to any office under his jurisdiction, the Town Manager may perform the duties of any office under his jurisdiction.
(a) 
During the period of a vacancy or suspension in the office of Manager, the Council shall appoint by resolution a person, other than a Council member, an Acting Manager to have all the powers and duties of the Manager provided for herein and to serve for a period not to exceed six (6) months.
(b) 
The Manager may designate, with the approval of the Council, an Acting Manager to serve as Manager for a period not to exceed six (6) months, except in matters of appointments and removal, during the period of the Manager's temporary absence or disability.
(c) 
In the event the Manager fails to make such designation or the Council fails to approve such designation, the Council may by resolution appoint an Acting Manager to perform the duties of Manager for a period not to exceed six (6) months, except in matters of appointments or removal, during the period of the Manager's temporary absence or disability.
The Manager or Acting Manager may be removed by a resolution of the majority of the full membership of the Council in the manner provided in Section 305 of this Charter.
The Council shall fix the compensation of the Manager and of any Acting Manager.
