There shall continue to be a Board of Tax Review consisting of three (3) members. Their successors shall be appointed by the Council for terms of four (4) years. The members of the Board of Tax Review shall receive such per diem compensation as the Council may determine. Vacancies shall be filled by the Council for the unexpired term in accordance with the General Statutes.

There shall continue to be a Park and Recreation Board consisting of five (5) members, which shall determine the uses of and maintain the Town parks and public greens, recommend to the Council the acquisition and development of new parks and recreational places, plan and provide recreational facilities for the Town, and have such other powers and duties as may be conferred by order of the Council. The members shall be appointed by the Town Council for a term of four (4) years. All members of the Board shall serve without compensation. Nothing in this section shall limit the power and authority of the Council by ordinance to assign the powers and duties of the Board to any other commission, board, department or officer of the Town, or to assume said powers and duties itself, or to terminate the existence of the Board. Vacancies shall be filled by the Council for the unexpired terms in accordance with the General Statutes.

There shall be a Director of Recreation and a Superintendent of Parks to be appointed by the Board of Park Commissioners, the powers and duties of whom shall be as determined by the Board of Park Commissioners.

There shall be a Zoning Board of Appeals consisting of five (5) members and four (4) alternates, which shall have all the powers and duties vested in it on the effective date of this Charter or as may hereafter be conferred on it by the General Statutes or by ordinance of the Council. The members of the Board on the effective date of this Charter shall continue in office for the unexpired portion of their terms. Their successors shall be appointed by the Council for terms of four (4) years. Vacancies shall be filled by the Council for the unexpired term in accordance with the General Statutes. Members shall have such professional, technical and clerical assistants as the Council may determine, to be appointed by the Manager in accordance with the provisions of Chapter VIII of this Charter.
