If the Board of Trustees, by a majority vote of the members thereof present at any meeting, shall determine that it will consider the passage of any proposed local law presented to it, it shall fix a day, hour and place for a public hearing thereon within 30 days after such presentation, and the Village Clerk shall give public notice thereof in the name of the Board of Trustees within 20 days after such presentation by causing said notice to be published once, at least three days prior to the date fixed for such hearing, in the official newspaper of the Village of Malverne or, if the Board of Trustees shall so direct, in any newspaper of general circulation in said Village. Such notice shall contain the title of said proposed local law and a copy thereof or, if the Board of Trustees shall so direct, a brief summary of the provisions thereof sufficient to explain its general purpose and effect prepared by the Village Clerk and approved by the Village Attorney.
A public hearing shall be held by the Board of Trustees on such proposed local law on the date and at the hour and place specified in such notice.
Proof by affidavit of the publication of such notice of public hearing and the minutes of said hearing or a transcript of the proceedings thereat shall be filed in the office of the Village Clerk.
