There is hereby established within the Borough of Lindenwold a library to be known as the "Public Library of the Borough of Lindenwold."

There shall be created an Library Advisory Board consisting of seven residents of the Borough of Lindenwold, whose members shall be appointed by the Mayor and Council.

The members of the Board shall serve for a term of three years each and until their successors shall be appointed and qualified, except that for the members first appointed two shall be appointed for a term of one year, two for the term of two years and three for the term of three years. Vacancies on said Board shall be filled for the unexpired term of the member whose term shall become vacant.[1]

The Library Advisory Board is charged with adopting such rules and regulations for the operation of the library as they deem appropriate, including the establishment of fines and penalties.

A. 
A person commits library theft in violation of this section by:
(1) 
Knowingly and intentionally removing any library material from the premises of the library without authority to do so.
(2) 
Failing to return any library material within 30 days after receiving written notice by mail or personal communication from the library demanding return of such material.
B. 
The penalty for violation of this section shall be a fine not to exceed $1,000 and/or imprisonment not exceeding 30 days.
