All driveways installed, altered, changed, replaced, or extended shall meet the requirements as set forth in Section 70.185(d)(2) of this Code.[1]
A. 
Driveway approaches located on Village highway rights-of-way may be constructed of gravel, asphalt, or concrete.
B. 
Driveway grades shall have a pitch of 1/2 inch per foot away from the roadway to the center of ditch flow line.
C. 
If a driveway is constructed in violation of Subsection B of this section or an order to replace the culvert is issued as provided in § 324-8, the Building Inspector may order the property owner to remove and replace the driveway at the owner's expense. If the property owner fails or neglects to remove the driveway in 30 days, the Village will remove the driveway and bill the property owner. If the bill is not paid within 30 days, the charges will be placed on the tax roll pursuant to § 66.0627, Wis. Stats.

A. 
All culverts shall comply with Village standards established from time to time by the Village Board and shall be located and set at a grade as directed by the Building Inspector.
B. 
No work shall commence until the Building Inspector has approved the location and established the grade. Any culvert which is not installed in accordance with this section shall be ordered by the Building Inspector to be removed and reinstalled in accordance with the requirements of this article.
The Building Inspector shall order the abutting property owner to replace any existing defective or inadequate culvert at the cost of the property owner. If the property owner fails or neglects to replace the culvert within 30 days, the Village will replace the culvert and bill the property owner. If the bill is not paid within 30 days, the charges shall be placed on the tax roll pursuant to § 66.0627, Wis. Stats.
The applicant shall, prior to culvert installation, arrange through diggers hotline for the location of underground utilities in the area of the proposed driveway and shall be responsible for the restoration of the highway right-of-way after installation of the culvert.
No person shall commence any construction project until a culvert and a gravel or stone driveway has been installed in such a manner as to prevent mud from being tracked onto a Village highway from a construction site.
No person shall construct a driveway and/or a culvert without first obtaining a building permit from the Building Inspector.
Application for a driveway and/or culvert permit may be obtained from and filed with the Building Inspector, together with a fee set by the Village Board from time to time. If any work is commenced prior to the issuance of the permit, the fee shall be doubled.
The Building Inspector shall review the application and shall issue a permit, together with a copy of driveway/culvert standards, if the location of the driveway and/or culvert is in compliance with this article and all other appropriate sections of this chapter.
