The Mayor and Borough Council of the Borough of Clifton Heights does hereby enact and ordain that if any person or corporation permits the paved or other gutter in the street opposite their property in front of or connected with and belonging to him or their premises to become obstructed with rails, ties, dirt or any other matter or permits the same to accumulate so as to interfere with the easy passage of water through and over the same, or maintains and constructs a bridgeway leading over the same into the street, that the same be and is hereby declared to be unlawful and a nuisance.

If any person or corporation permits the obstruction of bridgeways above-mentioned opposite their property as aforesaid and refuses or neglects to remove said obstruction or bridgeways after notice shall have been given to them in writing by the said Borough or its proper officers to abate said nuisance within 48 hours after receiving said notice, then the said person or corporation so offending and neglecting or refusing to remove the same shall be liable, upon conviction thereof upon complaint of any officer of the Borough, to pay a fine of not more than $600, plus costs, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Every day that a violation of this article continues shall constitute a separate offense.
