[Adopted in 1956 by Ord. No. 320 (Ch. 13, Part 5, of the 1988 Code of Ordinances)]
On or before July 1, 1956, and each year thereafter succeeding, every owner, proprietor, manager or operator of any restaurant, tavern, inn, luncheonette, diner, delicatessen, soda fountain, club, or other business whereat meals, foodstuffs, beverages or refreshments of any kind are sold for consumption on or off the premises shall make application to the Secretary of the Board of Health of the Borough of Clifton Heights for a certificate of inspection for the premises in question.
On or before July 1, 1956, and each year thereafter succeeding, every owner, proprietor, manager, tenant or operator of any business at which a lavatory shall be maintained for the use of the public in general or patrons of said business house shall make application to the Secretary of the Board of Health of the Borough of Clifton Heights for a certificate of inspection for the premises in question.
Upon the application for a certificate of inspection, the Secretary shall notify the Health Officer of the name of the party and the address for which such permit is sought, whereupon the Health Officer shall make an inspection of the premises in question and report his findings either as satisfactory or unsatisfactory.
Should the report of the Health Officer be satisfactory, the Secretary of the Board of Health shall issue to the applicant a certificate of inspection. Such certificate shall be valid for the term of one year from the date of issue.

Every application for a certificate of inspection shall be accompanied by a fee as established from time to time by the Borough Council, $2.50 of which shall be paid to the Health Officer and the balance returned to the Borough Treasury.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600, plus costs, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Every day that a violation of this article continues shall constitute a separate offense.
