No owner and/or a person having possession, custody or control of an animal shall allow said animal to defecate upon any gutter, street, driveway, alley, curb or sidewalk in the Borough of Clifton Heights, or upon floors or stairways of any building or place frequented by the public or used in common by the tenants, or upon the outside walls, walkways, driveways, alleys, curbs, or stairways of any building abutting on the public street or parks or upon the grounds of any public area, or upon private property other than the property of the owner of such animal. Any owner and/or person having possession, custody or control of such animal shall be required to immediately remove said feces and deposit it in a nonleaking bag/container and carry same away for lawful disposal.[1]
