The Borough Council of the Borough of Muncy, Lycoming County, Pennsylvania, hereby signifies it intention to organize a Municipal Authority under the provision of the Municipal Authorities Act of 1945.[1]

The Municipal Authority is hereby created under the provisions of the following Articles of Incorporation:
1.
The name of the Authority shall be "The Muncy Borough Municipal Authority."
2.
The Muncy Borough Municipal Authority is formed under the provisions of the Municipal Authorities Act of 1945, passed May 2, 1945.[1]
3.
No other authority organized or created under the provisions of the Act of May 2, 1945, P.L. 164, or any other Act, is in existence in or for the Borough of Muncy.
4.
The name of the incorporating municipality is the Borough of Muncy, Lycoming County, Pennsylvania, and the names and addresses of its municipal officers or authorities are as follows: . . .

5.
The names, addresses and terms of office, respectively, of the first members of the Board of the Muncy Borough Municipal Authority are: . . .

The term of existence of the Authority shall extend to and end on November 1, 2027.

The Muncy Borough Authority shall exist for the purposes set forth in the aforesaid Act of Assembly known as the Municipal Authorities Act of 1945[1] and specifically and particularly for the construction, erection, maintenance and operation of a sewer system for the Borough of Muncy and contiguous and adjacent territory and for the creation of an indebtedness and issuance of evidences thereof in the form of bonds or other securities which designated purposes and powers shall not be considered in any respect wither in restriction or limitation of the general purposes and powers provided for in the Act of Assembly named.

The Secretary is authorized and directed to cause this chapter to be advertised as required by the Act of Assembly and further to do and perform every and all act or acts necessary to obtain a Certificate of Incorporation of said Authority in furtherance of the provisions of this chapter.

There is hereby specified and approved as an additional project to be undertaken by the Muncy Borough Municipal Authority the acquisition of the water supply and distribution system of the Muncy Water Supply Company and the leasing thereof to the Borough of Muncy.

The Authority be authorized to proceed with the construction of facilities for the secondary treatment of sewage in accordance with the plans and recommendations of the Chester Engineers, Inc., previously submitted to Borough Council, together with the addition to the Muncy Borough Sewer System of a sewer pipe line to Muncy Industrial Park, as previously discussed and approved by Borough Council.
