Plans for these specialized subdivision and land development projects shall comply with the following standards as well as all other applicable provisions of this chapter not in conflict herewith and Chapter 286, Zoning, of the Code of the Borough of Muncy. If any of these provisions are in conflict with applicable zoning ordinance provisions, Chapter 286, Zoning, shall apply.
The following minimum standards shall be required for approval of plans for residential developments of attached dwelling structures, whether for sale or rental purposes.
A. 
The layout of multiple unit dwelling developments shall be designed in accordance with the appropriate provisions of Chapter 286, Zoning, of the Code of the Borough of Muncy and with consideration of site conditions to insure:
(1) 
Desirable land utilization.
(2) 
Convenient traffic circulation and parking.
(3) 
Design coordination with adjacent parcels of land.
(4) 
Adequate provision of usable open space. (A minimum of 500 square feet of usable open space, exclusive of streets, parking area structures and services area shall be provided per dwelling unit.)
(5) 
Adequate provision of service facilities, including but not limited to solid waste storage and pickup, storm drainage facilities, etc.
Commercial development, including but not limited to shopping centers, shall comply with the following minimum standards and requirements as well as all other applicable provisions of this chapter not in conflict herewith and any other Borough ordinance.
A. 
The layout within the commercial development area shall be designed in accordance with any applicable provisions of Chapter 286, Zoning, of the Code of the Borough of Muncy] and with consideration of site conditions to insure:
(1) 
Desirable land utilization.
(2) 
Convenient traffic circulation and parking.
(3) 
Adequate service, delivery, and pickup facilities.
(4) 
Design coordination with adjacent parcels of ground.
(5) 
Adequate service facilities, including but not limited to storm drainage facilities, solid waste storage and pickup, etc.
B. 
The following circulation requirements shall be met:
(1) 
Access to public streets shall be limited to well-defined entrance and exit lanes. Exit lanes shall be separated from entrance lanes by dividers or plantings.
(2) 
Painted lines, arrows, and dividers shall be provided to control parking and circulation.
(3) 
Where possible, customer parking and circulation shall be separated from delivery service drives and unloading areas.
Industrial land development shall comply with the following minimum standards and requirements as well as all other applicable provisions of this chapter and in conflict herewith and any other Borough ordinance.
A. 
The layout within the industrial land development shall be designed in accordance with any applicable provisions of Chapter 286, Zoning, of the Code of the Borough of Muncy and with consideration of site conditions to insure:
(1) 
Desirable land utilization.
(2) 
The most efficient arrangement for present use and possible future expansion.
(3) 
Provision of adequate and safe space for employee and customer access and parking.
(4) 
Design coordination with adjacent parcels of ground.
(5) 
Adequate provision of service facilities, including but not limited to storm drainage facilities solid waste storage and pickup, etc.
B. 
Loading and unloading areas and service areas shall be provided as off-street parking and shall be designed to cause no obstructions to adjacent street traffic.
C. 
Industrial developments shall be adequately screened from adjacent residential or other incompatible use areas. All storage, service or other unsightly areas within the industrial development shall be adequately screened from any adjacent developments and streets.
D. 
All proposed industrial developments shall meet the standards of the Pennsylvania Department of Environmental Protection for water, sewage, air pollution, water pollution and similar such controls.
Plans for other types of land developments not specifically listed shall be submitted to the Planning Commission for approval or disapproval in accordance with principles of site planning, design and development.
No mobile home parks shall be permitted within the Borough limits.
