These restrictions and regulations shall be in effect on days where the snowfall constitutes a plowable snow. "Plowable snow" shall be defined as two inches or more accumulated snow, and/or ice, or any amount of precipitation that causes the streets, roads, alleys and/or highways to become slippery to a degree that requires plowing and/or treatment by the Borough Maintenance Department through use of salt, gravel, or other materials for the purpose of eliminating or reducing slippery conditions.
It shall be unlawful for any person to park or permit a vehicle to stand unattended upon any street, road, alley, or highway dedicated to public use which the Borough shall have the duty to maintain during any weather event that involves a plowable snow. Said restriction shall remain until the Borough shall have had reasonable opportunity to plow or otherwise remove the snow which has accumulated.
It shall be the duty of the Police Department and Mayor of the Borough of Muncy to enforce the provisions of this article, including but not limited to issuing a notice of violation, a summons or citation for any violation of this article or towing any vehicle in violation of this article at the owner's expense. The penalties for such violation or violations shall be as hereinafter set forth.
A. 
The owner or person responsible for a vehicle parked in violation of this article shall be issued a notice of violation by the Borough with a fine of:
(1) 
First offense: $25.
(2) 
Subsequent offense: $50.
B. 
Failure to pay the fine within 48 hours shall result in a traffic citation being filed before the Magisterial District Judge with the same penalty as listed for a subsequent offense.
C. 
Whenever a vehicle requires towing, it will be done at the reasonable expense of the owner, in addition to the fine amount set forth above.
