The Borough Manager shall perform such nonlegislative and nonjudicial powers and duties of the Borough Council as delegated to said Borough Manager by the Borough Council from time to time.
The Borough Manager shall also perform such nonlegislative and nonjudicial duties of the Borough Planning Commission and the Shade Tree Commission as the Muncy Borough Council may delegate to the Borough Manager from time to time.
Upon consent of the Muncy Borough Council, the Mayor of Muncy may, from time to time, delegate the nonlegislative and nonjudicial powers and duties of the office of Manager.
Delegation of powers and duties from the Muncy Borough Council and from the Mayor of Muncy, with the consent of Council, shall be set forth in a job or position description of the Borough Manager, which may be amended, from time to time, upon the consent of the Borough Council.
The educational, professional and/or other qualifications for the position of Borough Manager shall be set by the Borough Council, and shall include:
A. 
The Borough Manager must be a citizen of the United States;
B. 
The Borough Manager must be 21 years of age or older;
C. 
The Borough Manager is expected to be a resident of the Borough of Muncy upon assuming the duties of said office or within a time limit set by the Borough Council.
The annual salary and other compensation of the Borough Manager shall be set by Borough Council on at least an annual basis.
The office of the Muncy Borough Manager may be abolished by the Borough Council at its discretion.
