Wherever a space is marked off on any street for the parking
of an individual vehicle, every vehicle parked there shall be parked
wholly within the lines bounding that space, and it shall be a violation
of this article for any person to park a vehicle or allow it to remain
parked otherwise.
Parking shall be prohibited at all times in the following locations:

A.
The following

B.
Special
designated parking area to be known as a "fire lane." The designation
of fire lanes as a restricted parking area shall be determined by
the Board of Township Commissioners with the input of the Township
Fire Official and the Township Chief of Police. Fire lanes shall be
clearly marked with specific signage indicating as such. Any and all
parking, standing, stopping or vehicle traffic movement within a fire
lane is prohibited at all times with the exception of emergency vehicles.
Emergency vehicles shall include firefighting vehicles and equipment,
police vehicles, ambulances and other public emergency response vehicles
permitted by the North Versailles Township Police Department on public
or private property.

A.
There is hereby created in North Versailles Township specific parking
spaces to be determined and located which will be available only for
parking motor vehicles bearing a "handicapped" or "severely disabled
veteran" vehicle registration plate or which displays a "handicapped"
or "severely disabled veteran" parking placard as such are prescribed
by the Motor Vehicle Code.[1] Such vehicles must be then used solely for transportation
of a handicapped person or a severely disabled veteran. In such instances
parking shall not be limited to 60 minutes. Such license plate must
be affixed to the vehicle or such placard must be readily visible
from without the vehicle.

The Township Commissioners may from time to time designate handicapped parking spaces as near as practicable to the residence of a handicapped person or a severely disabled veteran upon the written request of such person. Thereafter, following the erection of appropriate signage in accordance with the Motor Vehicle Code, that space may only be used by persons who are in fact disabled persons or severely handicapped veterans in compliance with Subsection A. The Township shall be under no obligation to create such spaces, but may do so in its sole discretion considering all the circumstances.
C.
Such handicapped parking spaces described in Subsection B or in any other area within the Township either on private or public property may be made, approved or disapproved by simple resolution. They shall become effective upon erection of appropriate signage in accordance with the Motor Vehicle Code.
D.
Owners of private commercial property using that property for the
invitation to the public in general may likewise establish handicapped
parking spaces in accordance with this section. Such spaces shall
have erected thereon signs indicating the restricted type parking
spaces in accordance with the Motor Vehicle Code. Thereafter, violations
as provided for herein for the unauthorized use may be enforced as
a violation of this section. The owner must erect signs in accordance
with the Motor Vehicle Code; the erection of such signs shall be deemed
to be a dedication by the owner during the time when the sign is present
that space is devoted to handicapped parking as defined and circumscribed
herein.
E.
Handicapped persons and severely disabled veterans shall have the
right to issue statements to violators and violating vehicles for
the violation of this section. The form of such statement shall be
prescribed and prepared by the North Versailles Township Chief of
Police.
F.
Penalties. Penalties prescribed shall be those penalties as set forth
in the Motor Vehicle Code, as amended from time to time.
It shall be unlawful for any person to stop, stand or park a
vehicle (other than a pedalcycle) on the roadway side of any vehicle
stopped or parked at the edge or curb of any street, except that standing
or parking for the purpose of loading or unloading persons or property
shall be permitted Monday through Saturday, between the hours of 9:00
a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m.,
and for no longer than necessary for the loading or unloading.

A.
Any person who violates any provision of this article shall, upon
conviction, be sentenced to pay a fine of not more than $30 and costs,
provided that it shall be the duty of the police officers and of parking
enforcement personnel of the Township to report to the appropriate
official all violations of any provision of this article, indicating,
in each case: the section violated; the license number of the vehicle
involved in the violation; the location where the violation took place;
and any other facts that might be necessary in order to secure a clear
understanding of the circumstances attending the violation. The police
officer or other person making the report shall also attach to or
place upon every such vehicle a notice stating that the vehicle was
parked in violation of this article.

B.
In lieu of payment of fine, the Magisterial District Judge of competent
jurisdiction is authorized to sentence a violator to 30 days in jail.
It is determined that each day of parking shall be a separate offense.
In order to allow free and easy access to fire, police, ambulance
and snow removal vehicles, in the sole discretion of the Chief of
Police, vehicles may be summarily towed if they interfere with the
movement and passage of such vehicles.
