There is hereby created an Emergency Management Board of North
Versailles Township to be composed of five residents of the Township
to serve at the will of the Board of Commissioners of North Versailles
Township. All of said persons shall serve without pay and shall be
appointed by simple resolution of the Board of Township Commissioners.
From among the five, the resolution will designate a Chairman or Director
of the Board and a Secretary of the Board. The Chairman shall be responsible
for establishing meeting dates and supervising the work of the Management
Board. The Secretary will record all minutes, resolutions, correspondence
and the functions of the Board.
The duty of the Board shall be to see to the compliance with
the statute referred to hereinabove[1] and further to do the following:
A.
Prepare and maintain an emergency management plan for the Township;
B.
Equip and provide for an emergency operations center or centers;
C.
Organize, prepare and coordinate all available resources in an emergency;
D.
Provide and see to the training and exercise of personnel to insure
prompt, efficient and effective disaster emergency services;
E.
Recommend the adopting of mutual aid agreements with adjacent political
subdivisions for reciprocal emergency assistance;
F.
Organize and coordinate all locally available manpower, government
materials and supplies;
G.
Adopt and implement precautionary measures to mitigate the effects
of any anticipated disasters;
H.
Recommend the adoption of such rules and regulations pursuant to
the statute as will be deemed to be appropriate under the circumstances
and to see to the execution and enforcement thereof;
I.
Cooperate and coordinate with all public and private agencies to
achieve the purposes of this chapter;
J.
Maintain all rules, regulations and orders of the Commonwealth of
Pennsylvania, County of Allegheny and federal government pertaining
to emergency situations;
K.
Provide prompt and accurate information regarding emergencies and
conditions regarding any local disasters;
L.
Provide periodic reports to the Township Board of Commissioners regarding
progress, proceedings, planning, education and training of all personnel.

All functions of this Board shall be subject to the absolute
control and regulation of the Township Board of Commissioners. All
agreements, regulations, rules, contracts, functions and expenses
must first be submitted to the Township Board of Commissioners of
the Township of North Versailles for ultimate adoption and approval
before the same may have legal import and effect.
