This chapter shall be known as "the North Versailles Township Manager Ordinance."
There is hereby created in the Township of North Versailles the office of Township Manager.
The Manager shall be appointed for an indefinite term by a majority of the members of the Board of Commissioners. The Manager shall serve at the pleasure of the Board of Commissioners, and he may be removed at any time by a majority vote of all its members. At least 30 days before such removal is to become effective, the Board of Commissioners shall furnish the Manger with a written statement setting forth its intention to remove him/her and the reasons therefor. The Manager shall give the Board of Commissioners at least 30 days' notice of his/her intention to resign. The Board of Commissioners may enter into employment contracts concerning the position of Township Manager for a definite term in accordance with applicable law.
The salary and benefits of the Manager shall be established by the Board of Commissioners by resolution. Said salary and benefits may thereafter be amended by resolution of the Board of Commissioners.
The Township Manager need not be a resident of North Versailles Township.
The Manager shall give a bond to the Township of North Versailles with a bonding company as surety in an amount to be approved by the Board of Commissioners. Said bond is to conditioned upon the faithful performance of his/her duties; the premium for the bond is to be paid by the Township of North Versailles.
Subsequent to appointment and after assuming office, the Township Manager shall be the Chief Administrative Officer of the Township of North Versailles. He or she shall be responsible to the Board of Commissioners as a whole for the proper and efficient administration of the affairs of the Township of North Versailles. The powers and duties of administration of all Township business shall be vested with the Manager, unless expressly imposed or conferred by statute upon other Township officers.
Subject to recall by ordinance of the Board of Commissioners, the powers and duties of the Township Manager shall be as follows. The Township Manager shall:
A. 
Supervise and direct all Township Offices and employees except as otherwise provided by law. Neither the Board of Commissioners nor any of its members shall give orders to any subordinate of the Township Manager unless voted upon at a public meeting of the Board of Commissioners.
B. 
Prepare and submit to the Board of Commissioners, before the close of each fiscal year, an explanatory budget message. In preparing the budget, the Manager shall obtain from the head of each department, agency or board, or any qualified officer thereof, estimates of revenues and expenditures and such other supporting data as the Township Manager requires. The Township Manager shall review such estimates with the Finance Committee Chairman and may revise them before submitting the budget to the Board of Commissioners.
(1) 
The Township Manager shall be responsible for the administration of the budget after its adoption by the Board of Commissioners.
(2) 
The Township Manager shall develop long-range fiscal plans for the Township with the help of the Finance Committee. Such plans shall be presented annually to the Board of Commissioners for review and adoption.
(3) 
The Township Manager shall submit to the Board of Commissioners, as soon as possible after the close of the fiscal year, a complete report on the finances and the administrative activities of the Township for the preceding year.
C. 
Attend all meetings of the Board of Commissioners and, upon request, its committees. The Township Manager shall receive notice of all special meetings of the Board of Commissioners and its committees.
D. 
Prepare the agenda for each meeting of the Board of Commissioners and supply facts pertinent thereto.
E. 
Keep the Board of Commissioners informed as to the conduct of Township affairs, submit periodic reports on the condition of the Township finances and submit such other reports as the Board of Commissioners requests and make such recommendations to the Board as they deem advisable.
F. 
See that the provisions of all franchises, leases, permits and privileges granted by the Township are observed.
G. 
Employ, by and with the approval of the Board of Commissioners, experts and consultants to perform work and to provide advice in connection with any of the functions of the Township.
H. 
See that all money owed to the Township is promptly paid and that proper proceedings are taken for the security and collection of all of the Township's claims.
I. 
Be the Purchasing Officer of the Township, and purchase in accordance with the provisions of the First Class Township Code[1] all supplies and equipment for the agencies, boards, departments and other offices of the Township. Keep an account of all purchases and, from time to time or when directed by the Board, make a full written report thereof. The Township Manager shall also issue rules and regulations, subject to the approval to the Board, governing the procurement of all municipal supplies and equipment.

All complaints regarding Township services shall be referred to the office of the Township Manager. The Manager or a department head designated by the Manager shall investigate and dispose of such complaints, and the Manager shall report thereon to the Board of Commissioners.
The Township Manager shall be the Chief Administrative Officer of all Township pension plans.
The Township Manager shall serve as Secretary of the Township and assume all the functions and duties as are prescribed to a Township Secretary in the First Class Township Code and cause appropriate records to be made, preserved and certified, as required by law or other action of the Board of Commissioners.
The Board of Commissioners and its members shall deal with any employee/personnel issue through the Township Manager.

The Board of Commissioners for the Township of North Versailles is hereby authorized and directed to execute any and all documents, and perform any and all functions necessary to effectuate the purposes of this chapter.
