From October 15 through April 15, no vehicle may be parked on Town highways or roads; and any vehicle so parked during such period may be removed therefrom in order to facilitate snow removal operations, as provided below, at the expense of the owner of such vehicle.
The Town Highway Superintendent is hereby authorized and directed to remove, at his discretion, any vehicles parked on Town highways in violation of this article and to make arrangements for the towing and storage of such vehicles as he may, in his discretion, determine, the charges and expenses of which shall be borne solely by the owner or owners of such vehicles.

The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

Every person convicted of a traffic infraction for a violation of any provision of this article which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction thereof, be punished by a fine of not more than $50 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $100 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $250 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
A. 
Except those parts, if any, which are subject to approval under § 1684 of the Vehicle and Traffic Law of the State of New York, this article and any regulations adopted hereunder shall take effect as provided by law.
B. 
Any part or parts of this article and any regulations adopted hereunder which are subject to approval under § 1684 of the Vehicle and Traffic law of the State of New York shall take effect from and after the day on which approval, in writing, is received from the New York State Department of Transportation.
All prior ordinances, regulations and rules, or parts thereof, of this Town regulating traffic and parking are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance, regulation or rule hereby repealed prior to the taking effect of this article.
