In addition to his powers and duties as City Clerk, the City Clerk shall also be the Commissioner of Licenses and, except as otherwise provided by law or ordinance, shall, as such Commissioner of Licenses, sign all licenses and enter in an appropriate book the name of every person to whom a license shall be granted, the date and particulars thereof and the sum paid therefor. At the end of each week he shall pay the amount so received. Where otherwise provided by law, the City Clerk shall perform such duties in his capacity as City Clerk.
Any license issued under any ordinance heretofore adopted which provides for the issuance of said license by the City Clerk shall henceforth be signed by the Commissioner of Licenses irrespective of whether the application for such license is required to be made to the City Clerk.
This article shall take effect upon its approval by the Board of Estimate and Contract.[1]
