The Town Board for the Town of Barton shall contract, in writing, with the Washington County Humane Society, Inc., which shall have on staff or employment a licensed humane officer(s) who is/are qualified to exercise the powers set forth under Ch. 173, Wis. Stats., and all subsequent amendments thereto. The Washington County Humane Society, Inc., shall notify the Town Clerk who the licensed humane officer(s) is/are so the Town Clerk may notify the Department under § 71-2 hereof.
The qualified licensed humane officer(s) under contract with the Town of Barton shall be reported by the Town Clerk for the Town of Barton to the State of Wisconsin, Department of Agriculture, Trade and Consumer Protection, forthwith.
Pursuant to § 173.03(2), Wis. Stats., the following named official of the Town of Barton is hereby designated as the person who may affirm orders of abatement, modify orders of abatement, or withdraw orders of abatement issued by the Town humane officer(s) in accordance with § 173.11(2) and (3), Wis. Stats. The Town official is the Town Chair, or other person as designated by the Chair in his/her absence.
The contract with the Washington County Humane Society, Inc., and the appointment of the humane officer(s) thereunder shall be reviewed at least annually by the Town Board and may be reviewed by the Town Board at any other time upon notice.
