3.21.
Form of tables. The Use and Bulk Tables are divided into columns with each column headed by a digit for reference. Double horizontal lines divide the regulations for one district from those for another. The Bulk Table is further subdivided by single horizontal lines into groups, each group being designated by a letter symbol and having different bulk regulations, Bulk Table, Column 3, refers in abbreviated form to the uses listed in detail in Use Table, Columns 2 and 3.
3.22.
Sequence of districts. The Use and Bulk Tables read from the top down, district by district. A previous district is a district listed earlier in such sequence. A subsequent district is a district listed later in such sequence. A use listed for the first time in such sequence in the Use Table as being either permitted in or excluded from any particular district is deemed to be excluded from all previous districts unless otherwise expressly permitted.
3.23.
Regulations carry through. Where a given use is permitted in a previous district, all the use and bulk regulations applicable to such use in such district are equally applicable to such use in a subsequent district where such use is permitted, except as expressly modified in the use or bulk regulations for such subsequent district.
3.24.
References in tables. In the Use Table, the words "same as" followed by the symbol of a district shall be construed to include all of the matter set forth in the same column for the district or districts thus referred to, thereby incorporating such matter by reference. Similarly, in Bulk Table, Column 3, the words "Same as Group" followed by the symbol of a group shall be construed to include all of the matter in the same column for the group thus referred to.
