The Town Board of the Town of Orangetown, which is a suburban Town under the provisions of Article 3A of the Town Law of the State of New York, takes cognizance of the fact that the Town of Orangetown now maintains and operates a Department of Public Works which does not currently fulfill its full potential and has not become fully responsible to the Town Board of the Town of Orangetown. The concept of interchangeability of personnel and equipment was never fully achieved. In order to assure a more efficient management, the Department of Public Works is abolished and in its place three units are created. The chief administrative officer of each unit will be under the direct control of the Town Board of the Town of Orangetown.
