The Town Board seeks to promote and facilitate affordable housing for members of the volunteer services in the Town of Orangetown, for homeless families and for military families who are displaced and were residents of the Town. The Town hereby finds that the Tappan Military Housing shall provide said affordable housing and shall promote the social health, safety and well being of the residents of the Town of Orangetown and the Hamlet of Tappan. The Town Board hereby declares the development of such affordable housing, rehabilitation and the sale to be a municipal and public purpose which shall be undertaken pursuant to the policy adopted by resolution of the Town Board.
As used in this local law, the following terms shall have the meanings indicated:
AFFORDABLE HOUSING
This is housing which shall be made available to persons who would have difficulty otherwise purchasing a home in the Town of Orangetown at current market rates.
HOUSE OR HOME
The existing single-family homes currently set forth at the Tappan Military site located in the Hamlet of Tappan, New York.
The Town Board of the Town of Orangetown is authorized to complete the purchase of the Tappan Military Housing which has remained vacant and is in danger of becoming blighted, to rehabilitate said housing for the purpose of occupancy and to convey such housing to purchasers at their principle residence.
The housing shall be made available as follows: former members of the military who resided in this housing; members of the volunteer services of the Town of Orangetown; homeless families within the Town of Orangetown who have the capability of purchasing said houses. The housing shall be sold to eligible individuals after its purchase and repair by the Town. The housing shall be at such price as is less than the normal and customary market rates established in the Town of Orangetown for single-family houses.
The Town shall promote and facilitate such housing in order to permit those who otherwise cannot afford to purchase a home to do so.
The Town Board shall establish its rules and regulations to implement this housing program with the aim of ensuring the use of available funds for affordable housing program purposes.
The Town may incur indebtedness and appropriate general funds to accomplish the purpose of purchasing, rehabilitating and selling said homes.
