The purpose of this section is to establish rules and regulations regarding the organization and operation of the Planning Advisory Board, its requirements for meetings and the keeping of records and its powers and duties.
13.2.1 
Membership. The Planning Advisory Board shall consist of seven members, including the Department of the Department of Planning and Development, or the Commissioner's designee. The Town Board shall, by resolution, appoint the members thereof and shall designate a Chairman. Preferred members shall be those who are members of or who demonstrate an understanding of the practice of one or more design professions, e.g., municipal planning, engineering, architecture and landscape architecture. No person who is a member of the Town Board shall be eligible to serve simultaneously on the Planning Advisory Board.
13.2.2 
Terms of office. The members of the Planning Advisory Board holding office on the effective date of this chapter shall continue to hold such office until the expiration of their respective terms and the appointment of their successors. Successor members shall be appointed for terms of five years, but initial terms shall be adjusted to a lesser number of years as necessary to establish a staggered term pattern whereby one term will expire each year. If a vacancy shall occur, otherwise than by expiration of term, it shall be filled with a successor appointed by the Town Board for the unexpired term.
13.2.3 
Removal of members. The Town Board shall have the power to remove any member of the Planning Advisory Board for cause and after a public hearing.
All meetings of the Planning Advisory Board shall be held at the call of the Chairman and at such other times as such Board may determine, The presence of four members of the Board shall constitute a quorum. Such Board shall keep minutes of its proceedings showing the vote of each member upon every question and, if any member is absent or fails to vote, indication of such fact. The Board shall also keep records of its reviews and other official actions.
The Planning Advisory Board shall act only in an advisory capacity. In that capacity, the Board shall provide written recommendations to the Town Board regarding the review of any planning and zoning related matters referred to the Planning Advisory Board, including but not limited to applications for site plan and special permit approval. A recommendation for approval, conditional approval subject to specific modifications or disapproval of the proposed plan or permit shall be included in the Planning Advisory Board's written report to the Town Board.
