A. 
The Borough of Glassboro plays an important part of the lives of the citizens it serves. The public rightly expects that the business of the Borough will be conducted to the highest standards. These policies are designed to ensure that the Borough will meet these standards.
B. 
None of these policies create any form of an employment contract whatsoever. Employment with the Borough of Glassboro is at-will, and such employment may be terminated at any time for any reason allowable by law. Terminations may be appealable in limited circumstances under collective bargaining agreements or whether the employment position is governed by a specific statute. Nothing in these policies creates any legal entitlement to employment or vests any contractual rights. No one is authorized to provide any employee with any kind of employment contract concerning the terms or conditions of employment unless the contract is in writing and approved by the Borough Council.
C. 
The Borough of Glassboro is an equal employment opportunity employer. It is the policy of the Borough to treat employees and prospective employees in a manner consistent with all applicable employment laws and regulations.
D. 
The personnel policies and procedures of the Borough shall apply to all employees, volunteers, elected or appointed officials and independent contractors, except with respect to certain forms of paid leave or benefits. Please refer to the specific provisions governing paid leave or benefits as to specific eligibility.
E. 
These policies contain many, but not necessarily all, of the rules and regulations for Borough personnel. The provisions may be amended and supplemented from time to time without notice and at the sole discretion of the Borough.
F. 
All employees, officers and department heads shall be appointed and promoted by the Borough Council or its designee. No person shall be employed or promoted unless there exists a position created by an ordinance adopted by the Council as well as the necessary budget appropriation and salary ordinance.
G. 
The Borough Administrator and any designees deemed appropriate by the Administrator are authorized to implement these personnel policies and procedures. The Council also appoints the Assistant Administrator and Human Resources Coordinator to assist the Administrator in implementing personnel policies.
H. 
The Administrator, Assistant Administrator and Human Resources Coordinator shall also have access to the Solicitor and Labor Counsel for guidance in personnel matters.
I. 
As a general principle, the Borough has a "no tolerance" policy towards workplace wrongdoing. Borough officials, employees and independent contractors are to report anything perceived to be improper. Please refer to the employee complaint policy for the reporting process.[1]
