A. 
Acquisition of areas authorized. The County Commissioners shall, within six months after July 1, 1969, acquire two areas of land on navigable waters, one to be located in the Fifth Election District and the other in the Third Election District of Charles County, for use as public landings. Such areas may be acquired by purchase, gift, lease or otherwise.
B. 
Construction and maintenance of landing facilities. The County Commissioners shall maintain a safe wharf suitable for loading and unloading vessels engaged in the sale and purchase of seafood or other proper landing facilities at each such location and shall provide adequate approaches and parking facilities for commercial vehicles engaged in or related to the seafood industry. In discharging its duties under this subsection, the County Commissioners may either construct and maintain such facilities, lease or contract for same or engage in any combination thereof and, so far as practical, shall utilize funds, services and facilities available through the Department of Chesapeake Bay Affairs, the Corps of Engineers and other agencies, governmental or otherwise, concerned with the improvement and maintenance of marine facilities.
C. 
Adoption of use regulations and penalty provisions. The County Commissioners are empowered to establish regulations for the use of such public landings and to establish penalties for violations of this chapter.
D. 
Advisory committee established. Before the County Commissioners shall make any final determination under this chapter respecting the acquisition of any area or the establishment of any facilities at such location or adopt any regulation for the use of such locations as public landings, they shall advise with a committee to be composed of not less than three licensed commercial watermen, who are citizens of Charles County and who are familiar with seafood activities and potentialities in the election districts affected, as well as the most advantageous locations for the establishment and maintenance of public landings therein. Such committee shall be appointed by the Commercial Watermen's Association(s) of Charles County, but upon the failure of such Association(s) to constitute such a committee, after reasonable notice, the County Commissioners may, for a period not to exceed their unexpired term of office, name such committee, to be composed of not fewer than three watermen having the qualifications herein set forth.
