[Adopted 11-23-1971 by Ord. No. 4148]
Pursuant to the provisions of the Parking Authority Law, approved June 5, 1947, P.L. 458, as amended,[1] the City of Altoona declares the need, in the interest of public safety, convenience and welfare, for the creation of a Parking Authority, to function within the territorial limits of the City of Altoona, and hereby signifies its intention to form a Parking Authority.

The name of such Parking Authority shall be "The Parking Authority of the City of Altoona, Pennsylvania."
The said Authority shall have and may exercise all powers necessary and convenient to the carrying out of the aforesaid purpose which are more fully set forth in the Act of June 5, 1947, P.L. 458, 53 P.S. § 341, as amended.
A. 
The names and addresses and terms of office of the first members of the Board of said Authority, appointed by the Mayor, pursuant to the authority conferred upon him by said Parking Authority Law, a majority of whom are residents of Altoona, Blair County, Pennsylvania, shall be as follows:[1]

B. 
Those terms shall commence on the date of appointment and shall be computed from the date of incorporation by the Commonwealth of Pennsylvania.
The Mayor, the City Clerk and the City Solicitor are authorized to take all necessary steps in connection with the formation and incorporation of the said Authority, including the execution of the Articles of Incorporation, as hereinafter set forth in full as follows:
ARTICLES OF INCORPORATION

COMMONWEALTH OF PENNSYLVANIA
In compliance with the requirements of the "Parking Authority Law" Act of Assembly of Pennsylvania, approved June 5, 1947, as amended, the City of Altoona, Blair County, Pennsylvania, a municipality of the Commonwealth of Pennsylvania, pursuant to an ordinance duly adopted by the municipal authorities of said City signifying the desire and intention of said City to organize and authorizing the organization of "The Parking Authority of the City of Altoona" in said City, hereby certifies:

The name of the Authority shall be "The Parking Authority of the City of Altoona."
2.
Said Authority is formed under the provisions of the Act of June 5, 1947, P.L. 458, as amended.[2]
3.
The names of the incorporating municipality is the City of Altoona, Blair County, Pennsylvania, and the names and addresses of its Council Members are as follows:[3]
4.
The names and addresses and terms of office of the first members of the Board of "The Parking Authority of the City of Altoona" to be formed hereby, a majority of whom are residents of the City of Altoona and all of whom are residents of the County of Blair, and whose terms shall commence on the date of appointment and shall be computed from the date of incorporation by the Commonwealth of Pennsylvania, are as follows:[4]
The ordinance authorizing the creation of said Authority, certified from the records of the City of Altoona, together with proofs of advertisement of notices of filing these Articles of Incorporation, are submitted herewith.
