There is hereby established a principal department to be known as the "Engineering Department."

There is hereby established the office of City Engineer. The City Engineer shall be appointed by the Mayor, subject to confirmation by the City Council, for a term of three years and until a successor in office is appointed and qualified. Such term shall commence on the first Monday in March, and the appointment shall be made by the Mayor on or before the first Monday in February.

The City Engineer shall be a registered civil engineer and shall be qualified to practice in the Commonwealth of Massachusetts. It is desirable that the City Engineer also be registered land surveyor in the Commonwealth of Massachusetts.

The Engineering Department shall consist of the City Engineer, who shall have general supervision of the Department, and such other employees as are required for the efficient operation of the Department, subject to appropriation by the Mayor and City Council.

The City Engineer shall make and have charge of the plans of all the streets, drains, sewers, waterworks and lands of the City, and the notes relating to the same, and shall classify and put them in convenient form for reference and use. The City Engineer shall draw the specifications for all construction work and make all surveys, measurements, levels, designs, estimates and plans pertaining to the streets, drains, sewers, waterworks, bridges and lands of the City, shall supervise the construction of the same, and shall appoint and discharge the inspectors of the same when such are employed.
He shall be responsible for performing all calculations relative to flow, velocity, and capacity of sewers and drains to be constructed by the City or by private individuals pursuant to permits to be obtained from the City and, along with the Director of Public Works, his signature shall be required on any permits issued for connections to such sewers or drains before such permits shall become effective.
He shall furnish the specifications and make such surveys, measurements, designs, levels, estimates and plans when required so to do by the Mayor, the Council or any committee thereof. He shall furnish the City Solicitor, at his request, descriptions of lands, and the details concerning any proposed taking of lands or the location, widening, alteration or discontinuance of streets. He shall, when required so to do by the Mayor, measure or cause to be measured all work done by contract for the City, and shall certify to the same. He shall also perform such other duties as may be prescribed under law or assigned by the Mayor.
In addition to the other duties set forth, the City Engineer shall cooperate with the Board of Survey and Planning, Conservation Commission and Zoning Board of Appeals in the fulfillment of their responsibilities under the General Laws and shall carry out such assignments as the boards or commissions may request from time to time in accordance with time constraints of state laws.
The City Engineer shall act as a technical advisor to the Mayor, City Council and committees, Board of Survey and Planning, Conservation Commission and Zoning Board of Appeals and other City agencies and boards or officials on engineering matters.

For the purposes of preservation and record of plans, the Engineering Department shall be considered a part of every other office of the City.
