The Director shall, in all cases in which the City is engaged, require the applicant to produce a certificate from the City Treasurer that the amount of the cost of the private drain, from the main drain to the place on private land to which such private drain is being constructed by the City, as estimated by the Director, has been deposited with the Treasurer, before he causes such private drain to be made. He shall also require, before beginning work on any private drain, a satisfactory guarantee that the final cost of such work, even though in excess of the estimated amount deposited, will be paid within 30 days after the rendering of the bill therefor.
