The office of Borough Manager is hereby created by the Borough
Council of East Lansdowne, Delaware County, Pennsylvania.

The Manager shall be appointed for an indefinite term by a majority
of all members of the Borough Council of East Lansdowne, Delaware
County, Pennsylvania. The Manager shall serve at the pleasure of the
Borough Council of East Lansdowne, Delaware County, Pennsylvania,
and he may be removed at any time by a majority vote of all its members.
At least 30 days before such removal is to become effective, the Borough
Council of East Lansdowne, Delaware County, Pennsylvania, shall furnish
the Manager with a written statement setting forth its intention to
remove him. In the event of the disability of the Borough Manager,
the Borough Council may appoint an interim Borough Manager without
need of providing said thirty-day written notice to the Borough Manager,
and the interim Borough Manager shall serve at the pleasure of the
Borough Council.

The Manager shall be chosen solely on the basis of his municipal
experience with special reference to the duties of the office as herein
outlined.

Before entering upon his duties, the Manager shall give a bond,
in the sum established annually pursuant to a resolution of the Borough
Council of East Lansdowne, Delaware County, Pennsylvania, with a bonding
company as surety, to be approved by the Borough Council of East Lansdowne,
Delaware County, Pennsylvania, conditioned upon the faithful performance
of his duties, the premium for said bond to be paid by the Borough
of East Lansdowne, Delaware County, Pennsylvania.

The salary of the Borough Manager shall be fixed, from time
to time, by the Borough Council of East Lansdowne, Delaware County,
Pennsylvania.

Subject to recall by ordinance, the powers and duties of the
Borough Manager shall include the following:
A.
Act as a liaison between Borough Council, Borough employees and all
department heads, except police.
B.
Assist in the preparation of the annual budget.
C.
Review and monitor budget expenditures.
D.
Work closely with the Finance Chairman and Treasurer.
E.
Report to the Mayor and Borough Council of all actions taken by Borough
Manager which were authorized by the Mayor and Borough Council.
F.
Apply for grants that may be available.
G.
Make recommendations to Council concerning purchases policies.
H.
Prepare the periodic Borough newsletter for distribution to residents
