Within six months from the date that this Part is enacted, all banks and other retail establishments in the Borough of East Lansdowne providing access to an automated teller machine (ATM), which is located outside of a building or other structure, shall have installed and functioning, for the safety of all users of automated teller machines, cameras capable of photographing the general area around the automated teller machine (ATM) as well as the areas of ingress and egress to the automated teller machine (ATM).
Within nine months from the date that this Part is enacted, all automated teller machines located outside of a building or other structure shall be equipped with card-activated 911 access.
Where 911 service is available, an automated teller machine (ATM) shall contain a dedicated voice telephone line operable by a single switch that establishes an immediate connection to the available 911 emergency service. The switch shall be activated through the use of an automated teller machine (ATM) access device.

Within nine months from the date that this Part is enacted, all other retail businesses shall install a camera surveillance system that shall view and record all persons entering and exiting the business facility and all persons who effect any transactions.
The Chief of Police shall approve the location of the cameras required by this Part. The Chief of Police or his representative and the Borough Manager shall conduct periodic inspections to determine whether the camera(s) are in proper working order. If the camera(s) are not in proper working order, the said establishment shall be subject to fines hereafter mentioned.

Any person, firm or corporation, establishment or legal entity who violates the terms of this Part shall, upon violation thereof, be punished by a fine not exceeding $1,000, plus the cost of prosecution, for each offense. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
Continuation of a violation(s) after the date of notification by the Chief of Police to remedy the violation(s) as set forth hereinabove shall constitute, for each day the violation continues, a separate and distinct violation.
