It shall be lawful, upon permit duly issued and in force, for Borough residents to park up to two currently registered and inspected passenger cars, as defined by the Vehicle Code (Act No. 81 of 1976), upon highways within the Borough between the hours of 3:00 a.m. and 6:00 a.m.

Application for said permit shall be made by the title holder or title holders of said vehicle, who shall also be the registrant or registrants thereof, to Borough Council upon a form provided for that purpose by Borough Council.

Said application form shall contain the following information: 1) the name, address (dwelling unit shall be designated if more than one dwelling unit at that address), and telephone number of the titled and registered owner of said vehicle; 2) the make, model, year, color and registration number of said vehicle for which the permit is sought; 3) the period of time for which the permit is sought, hereinafter designated "term"; 4) if the vehicle is titled and/or registered to an address different from that of the applicant, the applicant's address and telephone number within the Borough shall be supplied; and 5) that the vehicle is equipped with a night light.

Upon receipt of said application by the Borough Council and receipt of the appropriate fee for said permit, the Borough Council shall refer the application to the Building Inspector, Borough Manager, and/or Chief of Police, who shall review said application and investigate the same for compliance with the provisions of this Part.

Said Borough official shall, upon receipt by the Borough Council of the appropriate fee and being satisfied that the applicant complies with this Part, issue a permit to the applicant for the term for which said fee is paid, permitting said applicant, for the term specified in the permit, to park between the hours of 3:00 a.m. and 6:00 a.m. upon highways within the Borough.

Copies of all approved permits shall be filed with the Chief of Police. The Chief of Police shall maintain a current file of overnight parking permits, which shall include their expiration and inception dates.

No permits shall be issued under this Part in excess of two permits per dwelling unit at any one address, except as provided herein.
2. 
Permits shall be issued only to residents of the Borough in possession of dwelling units therein.
3. 
Borough residents whose property does not have a driveway may apply for additional permits for each currently registered and inspected passenger car registered to that address.
4. 
A student currently enrolled in an institution of education may receive a permit during his or her period of residency, even if the vehicle is registered to an address outside the Borough. Proof of residence by affidavit or utility bill shall be provided.
5. 
A resident, currently required to use a company-owned vehicle as a condition of employment, may receive a permit during his or her period of residency, even if the vehicle is registered to an address outside the Borough. Proof of residence by affidavit or utility bill shall be provided.
6. 
Permits for instances deemed emergencies for issues of health, compassion or temporary events may be issued by the Borough Manager on a case-by-case basis.

All permits issued under this Part shall be issued for one passenger car and shall contain on the permit the make, model, year, and current registration number of said passenger car. Said permits are not transferable to any other passenger car or vehicle and shall be prominently displayed upon the passenger car for which they are issued at all times. Upon the expiration of the term of the permit, the same shall be forthwith removed from said passenger car by the applicant.

The parking privilege afforded by said permit shall automatically expire upon the expiration of the term of the permit.

The fee for each overnight parking permit shall be $60 for one calendar year. Said fee shall be prorated to $30 after June 30 of each calendar year for a permit for the remainder of the year.
2. 
The fee for each student parking permit shall be $30 for one six-month period.
3. 
All parking permits shall expire on December 31 of each calendar year.
4. 
All permit fees under this Part shall be paid to the Borough of East Lansdowne.
5. 
The form of permit shall be prescribed by the Borough Council.
6. 
The fees provided above may be revised from time to time by resolution of the Borough Council.

Any person who shall violate any section of this Part by parking between the hours of 3:00 a.m. to 6:00 a.m., except as herein provided, or who shall otherwise fail to comply with terms of this Part, shall, upon summary conviction before a district justice, pay a fine of $25. Failure to pay a fine and costs imposed shall be governed by the provision of Section 6504 of Act No. 81 of 1976, 75 Pa.C.S.A. § 6504. Each day this Part is violated shall constitute a separate offense hereunder.
