DWELLING UNIT
A house, apartment, room or set of rooms incorporating domestic sanitary plumbing and cooking facilities.
REFUSE
Excluding recyclables, all scrap paper, cardboard, cloth, bottles, cans, containers, garbage and such other waste material of similar character as is produced by and is the result of the domestic activity of residential property use but not including discarded furniture, appliances and building materials.

Beginning with the calendar year 2019 and for each year thereafter, there is hereby imposed as an annual charge the sum of $200 upon the owner of each dwelling unit being used for residential purposes, for the collection of refuse, whether or not such owners choose to utilize the services provided by the Borough of East Lansdowne.

The annual charge may be fixed in different amounts from year to year by the Borough Council.

All funds received as a result of said annual charge shall be kept in a separate account known as the Refuse Fund.

All refuse shall be prepared and collected in accordance with rules and regulations which the Borough Council may from time to time adopt.

The bills for the refuse removal shall be included on and made a part of the notices of Borough real estate tax issued by the Tax Collector. The charge shall be due for the face amount thereof thereafter until four months have expired from the date of said bill and thereafter a penalty of 10% shall be payable in addition to the amount of said bill. Any and all bills which have not been paid at the expiration of one year from the date thereof, shall be certified to the Borough Solicitor, who may proceed to collect such delinquent charges, together with penalties, costs, lawful interest accrued thereon and reasonable attorney's fees, by action at law.
