A. 
A sewer rent is hereby established for all parcels of real estate which are listed on the official sewer rolls maintained by the Village Treasurer and which are located in the Village. The rate shall be fixed by resolution of the Village Board from time to time.

B. 
Billing. The annual sewer rent shall be billed in installments and on dates fixed by resolution of the Village Board from time to time.

C. 
Penalties shall be assessed on all unpaid sewer rents, as follows:
(1) 
Five percent of the unpaid rent on the first day of the first month after the bill is rendered, and 1/2% of the unpaid rent on the first day of every month thereafter, until the entire bill, including penalties, is paid or until such outstanding balance is relevied onto the Village tax attributable to such parcel.
(2) 
In addition to the other penalties specified in this Subsection C, a penalty shall be imposed on April 15 of each year, in the amount of $25, with respect to each tax parcel as to which any part of the sewer rent for the year beginning the preceding June 1 remains unpaid as of said April 15.

D. 
The Village Board of Trustees may, by resolution, terminate service to any parcel on which rents remain unpaid for a period exceeding 30 days.
E. 
An ad valorem sewer tax is hereby established. The tax rate shall be fixed by resolution of the Village Board from time to time. The tax shall be billed and collected with the general Village tax.

F. 
No refunds shall be made for sewer rents due to termination of service after the commencement of the quarter year during which termination was made.

Waste haulers dumping into the sewage system will be charged at a rate which shall be fixed by resolution of the Village Board from time to time.
