A. 
Applicability. The regulations set forth in this article or set forth elsewhere in this chapter and referred to in this article are the district regulations for the INST District.
B. 
Permitted uses. A building or premises in the INST District shall be used only for the following purposes:
(1) 
Hospitals of less than 50 beds, except those primarily for the care or treatment of mental illnesses, contagious diseases and alcohol or drug addicts.
(2) 
Clinics of less than 10,000 square feet in floor area, except those primarily for the care or treatment of alcohol or drug addicts.
(3) 
Nursing homes of fewer than 25 beds.
(4) 
Medical and dental offices of less than 20,000 square feet in floor area.
(5) 
Medical-related retail and service establishments, including drugstores, medical supply stores, opticians, surgical supply stores, medical and dental laboratories.
(6) 
Eating and drinking establishments, except fast-food eating establishments.
C. 
Conditional uses. In the INST District, the following uses shall be permitted as conditional uses, subject to approval of the Planning Board and subject to the standards contained in Article XXIII (§ 51-118) of this chapter:
(1) 
Hospitals of 50 beds or more, except those primarily for the care or treatment of mental illnesses, contagious diseases and alcohol or drug addicts.
(2) 
Clinics of 10,000 square feet of floor area or more, except those primarily for the care or treatment of alcohol or drug addicts.
(3) 
Nursing homes of 25 beds or more.
(4) 
Medical and dental offices of 20,000 square feet of floor area or more.
(5) 
Child-care centers.
(6) 
Transitional residential facilities.
(7) 
Funeral homes.
(8) 
Cemeteries.
(9) 
Boardinghouses and lodging houses.
(10) 
Senior care community (SCC) and continuing care retirement community (CCRC) uses.
(11) 
Personal wireless telecommunications facilities.
(12) 
Colleges and universities.[1]

D. 
Accessory uses. The following accessory uses shall be permitted:
(1) 
Garages, parking structures and parking lots.
(2) 
Cafeterias related to a permitted conditional use.
E.

The bulk requirements for hospitals of 50 beds or more, clinics, public utility installations, commercial parking lots and structures, off-site accessory parking lots and structures within the INST District are contained in Table 51-106.1.
