(a) 
Contents. The proposition for the submission of a local law or ordinance requiring approval of the qualified electors shall be prepared by the Corporation Counsel and shall contain the title of such local law or ordinance and the date when the same was enacted by the Common Council.
(b) 
Notice. A notice of the special election containing the election date and the proposition and that abstracts of the ordinance are available at his office shall be published by the special election officer in the official newspaper of the city at least once a week for two weeks; provided however, that the first notice shall not be published more than four weeks before the date of such special election.
(c) 
Abstract of proposition. The Corporation Counsel and the City Chamberlain shall prepare an abstract of such local law or ordinance stating the title, purpose and effect thereof and forthwith shall transmit such abstract and proposition to the special election officer charged with the duty of conducting such special election.

A local law or ordinance subject to a mandatory referendum or a local law or ordinance which provides that it shall be submitted to the qualified electors of the city before it becomes operative or effective shall be submitted for the approval of the qualified electors as herein defined at a special election on the date therein provided, to be held not less than 60 days after the adoption thereof.

A local law or ordinance for which a referendum is provided as prescribed in Section 2-71, if approved by a majority of the qualified voters of the city, shall become operative or effective immediately or at the time prescribed therein unless otherwise provided by law.

(a) 
Generally. Qualified electors shall be deemed to be voters of the city who were registered and qualified to vote in the city at the last general election preceding the adoption of the local law or ordinance referred to in Section 2-73, or shall register as herein provided.
(b) 
Registration. The special election officer shall furnish the registration officers with the chairman's copy of the registry books used at each of the city's general election districts prepared at the last general election. There shall be added to the registry books the names of persons qualified as voters at the time fixed for the special election who shall personally appear before the registration officers, and the special election officer shall cause to be published in the official newspaper on the day preceding such day of registration and on the day of registration a notice that such registration will be conducted at the place herein provided.

The City Chamberlain shall be the special election officer charged with the duty of conducting the special election. He shall be and is charged with the following duties:
(a) 
To print a sufficient number of abstracts of the local law or ordinance for such electors as desire them;
(b) 
To prepare a sufficient number of sample ballots and official ballots in the form prescribed by law if the local law or ordinance calls for the use of paper ballots, otherwise to provide election machines;
(c) 
To prepare tally sheets;
(d) 
To provide two inspectors of election for each of the voting districts herein provided, and to furnish the necessary equipment, ballot boxes and supplies to the election inspectors; and
(e) 
To canvass the result of such special election and to advise the Common Council thereof.

For the special elections herein provided, the city shall be divided into eight special election districts set forth in Section 2-77, and the election officer shall provide one polling place in each such district which shall be open for election purposes only during the hours from 10:00 a.m. until 9:00 p.m. on the day fixed by the Common Council for such special election. The election officer shall cause to be published in the official newspaper on the day preceding such special election a list of the polling places to be used at such election.

(a) 
Special election district number one shall comprise the area covered by the First Ward of the city.
(b) 
Special election district number two shall comprise the area covered by the Second Ward of the city.
(c) 
Special election district number three shall comprise the area covered by the Third Ward of the city.
(d) 
Special election district number four shall comprise the area covered by the fourth Ward of the city.
(e) 
Special election district number five shall comprise the area covered by the Fifth Ward of the city.
(f) 
Special election district number six shall comprise the area covered by the Sixth Ward of the city.
(g) 
Special election district number seven shall comprise the area covered by the Seventh Ward of the city.
(h) 
Special election district number eight shall comprise the area covered by the Eighth Ward of the city.

The special election officer shall deliver to the inspectors of election the chairman's copy of the registry books used at the last preceding general election, along with the registry of the voters who have registered to vote at such special election, and each qualified voter, before voting, shall sign his name opposite his recorded name. Immediately after the closing of the polls, the inspectors of election shall tally the ballots cast at such election on the forms provided for that purpose and return and file the same, together with the ballots if paper ballots are used, with the special election officer. Paper ballots shall be sealed in a separate envelope prepared for such purpose by the special election officer and kept inviolate by him for a period of four months after the election, at which time he may destroy the same. The envelope containing the ballots shall not be opened except upon the order of any court or justice of competent jurisdiction.

The provisions of the Election Law governing voting at an election other than a general election shall apply insofar as practical to such special election.
