No persons shall collect during any part of the day or night in any numbers whatever in any street or other public place for the purpose of singing, dancing or other amusement, except that nothing herein contained shall prohibit the Recreation Commission of the city from conducting block dances or parties therein.

Baseball games and other athletic events shall be and are hereby permitted in the city on Sunday after 1:00 p.m. However, this section shall not prohibit private sports, games or recreational activities which are engaged in for the personal enjoyment, recreation and health of the participants, after 9:00 a.m. on Sunday, so long as they are conducted in a manner which does not constitute a serious interruption of the repose or religious liberty of the community.

The exhibition of moving pictures in the city shall be and are hereby permitted on Sunday after the hour of 1:00 p.m.

(a) 
Notwithstanding the provisions of the Zoning Ordinance,[1] a building, structure or place may be used on a temporary basis, not to exceed six weeks in duration, for a public assembly for a lawful purpose, including religious, educational or civic purposes, subject to the obtaining of a license therefor. This provision shall not apply to activities set forth in Section 3-48 of this Code of Ordinances.

(b) 
No building, structure or place shall be licensed for a public assembly until it shall have been inspected by the Chief of Police and the Fire Chief and the Building Inspector and said officials determine that such public assembly may take place in a safe and sanitary manner and in a manner that does not constitute a nuisance or cause annoyance and disturbance to the surrounding residents. Any license shall be subject to the requirements of Sections 8-24 through 8-27, inclusive, of Chapter 8 of this Code and the further imposition of reasonable conditions, including limitations of hours of operation for such assembly, regulation of noise, limitation of number of people participating and such other conditions as are consistent with public safety, health and well-being.
(c) 
A license shall be issued by the City Chamberlain subject to compliance with the preceding requirements and subject to payment of a license fee in the amount of $15. Any license may be revoked upon a determination that the public assembly is in violation of the terms of the license.
(d) 
An application for a license to be issued under the terms and conditions within this section shall be made to the Chamberlain at least 15 working days prior to the start of the intended use.
