(a)
City-sponsored, City co-sponsored and ward party community events
that will be held during the fiscal year are subject to the Common
Council's appropriation of funds into the parks and recreation
budget line to cover the costs of such events ("The Community events
budget line"). Any labor costs that may be incurred by the City during
such events shall be appropriated from the departmental budget line
of the department whose employees shall be assigned to duty at such
event. If sufficient funds are not appropriated, or if the community
events budget line is not amended by the Common Council to provide
the necessary funds, then the City shall have no obligation to sponsor
or co-sponsor such event, and the applicant may withdraw the application
or secure funds from another source.
(b)
The City Administrator shall have the authority to allocate
funds in the community events budget line to any City-sponsored, City
co-sponsored or ward party as he may deem appropriate, provided there
is a rational basis to support such allocation.
