Unless otherwise expressly stated, if there are conflicting
terms or language contained in any other chapter of the City Code
of Ordinances, the provisions of this chapter shall govern and control.

If any part, portion or provision of this chapter shall be invalidated
by reason of any law or decision of any court or other agency with
authority or jurisdiction to make such determinations, the remaining
provisions shall continue in full force and effect.
