(a)
Cellars, basements and crawl spaces in every structure used for human
habitation shall be reasonably free from dampness to prevent conditions
conducive to decay or deterioration of the structure.
(b)
Cross ventilation shall be provided in every basement, cellar and
crawl space, consisting of at least one window opening or vent located
on opposing walls of the structure or by equivalent mechanical ventilation
or use of dehumidifiers as approved by and in the discretion of the
Building Inspector. The aggregate ventilation area shall not be less
than one square foot for every 100 lineal feet of wall space or 1%
of the total area of the enclosed space, whichever is greater.

(a)
Chimneys and all flue and vent attachments thereto of every structure
used for human habitation and all other flues and vents shall be structurally
sound, free from defects and performing the function for which they
were designed and are used.
(b)
Chimneys, flues, gas vents or other draft-producing equipment shall
provide sufficient draft to develop the rated output of the connected
equipment. Chimneys, flue linings where required, flues, gas vents
and their supports shall be structurally safe, durable, smoketight
and capable of withstanding the action of flue gases.

(a)
Interior stairs of every structure used for human habitation shall
be structurally sound and free from defects. Railings shall be provided
for balconies, landings and stairwells. Stairwells shall have handrails
on at least one side.
(b)
Treads or risers that are broken, warped or loose shall be repaired.
Stairs shall be securely fastened to supporting structural members
and shall be capable of supporting normally imposed loads. Properly
balustraded railings, capable of bearing normally imposed loads, shall
be placed on the open portions of stairs, balconies, landings and
stairwells. Stairs in multiple residences shall comply with applicable
sections of the Multiple Residence Law.

Floors, walls and ceilings of every structure used for human
habitation shall be structurally sound and maintained in a safe, sound
and sanitary condition.

(a)
Bathroom, shower room and toilet room or compartment floors of every
structure used for human habitation shall be water-resistant.
(b)
The floor surface of every bathroom, shower room and toilet room
or compartment shall be constructed or covered with a moisture-resistant
finish or material. Such floors shall be kept in a dry, clean and
sanitary condition.

(a)
The interior of every structure used for human habitation shall be
maintained free from rubbish and garbage that might become a health,
accident or fire hazard.
(b)
Metal or plastic containers with covers shall be provided for the
temporary storage of rubbish, garbage and other refuse. Disposal of
garbage by garbage disposal units shall be in accordance with all
applicable regulations of the city. Materials of a flammable nature
shall be stored safely or removed from the premises.

(a)
The interior of every structure used for human habitation shall be
free from insect, rodent and vermin infestation.
(b)
Where insect, rodent or vermin infestation, harborage or breeding
areas exist, such areas, harborage or infestation shall be eliminated.
Articles of value shall be stored in such manner as not to constitute
pestilential harborage.
