(a) 
Every dwelling, dwelling unit and rooming house shall be supplied with a potable water supply. There shall be adequate water supply and pressure at all installed hot- and cold-water outlets.
(b) 
All required facilities in every dwelling unit and rooming house shall be connected to a source of potable water. The supply and pressure shall be sufficient at all times for the operation of all installed plumbing fixtures and equipment. Where water is not supplied from a public source, the source and system utilized shall be approved by the Superintendent of Public Works of the city.

(a) 
Every dwelling, dwelling unit and rooming house shall have an adequate supply of hot water properly connected to plumbing fixtures requiring hot water.
(b) 
Water-heating equipment shall be installed according to the applicable regulations of the city. Such equipment shall be properly maintained and capable of delivering water at a constant minimum temperature of 120° F. at all times at each hot-water outlet. The system shall be capable of delivering an adequate supply of hot water to each dwelling, dwelling unit and rooming house and shall be so installed that hot water shall not be reintroduced into the supply system.

(a) 
Every dwelling and dwelling unit shall have a kitchen sink, a toilet, a bathtub or shower and a lavatory. Kitchen sinks, bathtubs, showers and lavatories shall be properly connected to both hot- and cold-water lines.
(b) 
Required plumbing fixtures shall be installed in accordance with the Plumbing Code or other regulations of the city.

(a) 
In every rooming house, the following plumbing fixtures are required for each multiple of four sleeping rooms or fraction thereof: a toilet, a bathtub or shower and a lavatory. Bathtubs, showers and lavatories shall be properly connected to both hot- and cold-water lines. All fixtures shall be so located as to be accessible to the occupant of each rooming unit sharing the use of such facilities without going through a dwelling unit or rooming unit of another occupant. Where sleeping accommodations are arranged as a dormitory, the same plumbing fixtures are required for each multiple of 10 persons or fraction thereof. Where toilet rooms are provided for the exclusive use of males, urinals may be substituted for not more than 1/3 of the required number of toilets.

Required plumbing fixtures shall be installed in accordance with the Plumbing Code or other regulations of the city.

(a) 
All plumbing fixtures installed within a structure used for human habitation shall be connected to sewer lines that discharge into a public sewerage system or other approved means of disposal.
(b) 
Plumbing fixtures not connected to a public sewerage system shall be connected to an approved sewage disposal system. Such private sewage disposal systems shall be constructed and repairs or additions made in accordance with applicable regulations of the city.
(c) 
No sewage from a plumbing system shall be discharged into the waters of the state unless specially approved by the authority having jurisdiction in accordance with Article 12 of the New York State Public Health Law.

No privy shall be constructed or continued in operation. The use of privies shall be discontinued.

(a) 
Every dwelling, dwelling unit, rooming house and rooming unit occupied during normal heating periods shall have heating facilities capable of maintaining a minimum inside temperature of 68° F., based on outside design temperature, in all habitable rooms, bathrooms and toilet and shower rooms or compartments.
(b) 
Dwellings, dwelling units, rooming houses and rooming units intended for occupancy when the outside temperature drops below 50° F. must be provided with heating facilities capable of maintaining specified temperature requirements. Such temperature requirements shall be measured at a distance of two feet or more from exterior walls and at a level of 60 inches from the floor.

(a) 
Every dwelling, dwelling unit, rooming house and rooming unit shall be provided with electrical service.
(b) 
Every dwelling, dwelling unit, rooming house and rooming unit shall be properly connected to a source of electric power.

(a) 
Every dwelling unit shall be provided with installed cooking facilities or utility connections for such facilities.
(b) 
Where cooking facilities are not supplied, adequate space and utility connections shall be provided where such connections are necessary.

(a) 
Every commercial kitchen and dining room located in a rooming house shall have adequate floor space and facilities and shall be so located as to be accessible to the occupant of each rooming unit sharing the use of such facilities, without going through a dwelling unit or rooming unit of another occupant. The preparation and eating of meals in rooming units is prohibited. Communal kitchens and dining rooms shall comply with the applicable provisions of Sections 12-132 through 12-137 and 12-153 through 12-160.
(b) 
Communal kitchens and dining rooms shall comply with the following requirements:
(1) 
Communal kitchens.
a. 
Communal kitchens. Minimum gross floor area: 60 square feet; minimum width: five feet, where cooking is permitted.
b. 
Communal kitchens used for combined cooking and eating purposes. Minimum gross floor area: 100 square feet; minimum width: seven feet. Dining space and eating facilities shall comply with requirements for communal dining rooms.
c. 
Required facilities: at least one kitchen sink; at least one kitchen gas or electric stove containing at least two top burners and an oven; at least one electric, gas or other mechanical or suitably constructed ice refrigerator with adequate food storage capacity; at least 12 lineal feet of shelf storage space.
(2) 
Communal dining rooms.
a. 
Communal dining rooms: Minimum gross floor area: 70 square feet.
b. 
Required facilities: at least one dining chair and two lineal feet of dining space for each occupant permitted in dining room at any particular time.

(a) 
In every dwelling unit where perishable foods are kept, refrigerated space for food storage or appropriate utility connections shall be provided.
(b) 
Where refrigeration equipment is not provided, adequate space and utility connections shall be provided.

(a) 
Every dwelling unit and rooming unit shall have safe and unobstructed means of egress from the structure.
(b) 
Exits which cannot be cut off in case of fire shall be regarded as a minimum essential; these exits shall be of such nature that they can safely be used by children, the infirm, aged and physically handicapped, where necessary.
(c) 
Every dwelling unit located in a structure containing less than three dwelling units shall have exits which comply with the regulations of the city. Structures containing three or more dwelling units or where rooms are let to five or more persons shall have exits which comply with the requirements of the Multiple Residence Law.
