It is the purpose of this article to provide for the recovery
of costs from users of the city's POTW.

(a)
The city may adopt, by resolution, charges and fees which may
include:
(1)
Fees for permits to construct private sewage disposal
systems, and inspection thereof.
(2)
Fees for building sewer permits for industrial
users.
(3)
Fees for building sewer permits for other users.
(4)
Fees for the inspection of building sewers.
(5)
Wastewater contribution/discharge permit application
fees, including the costs of processing such applications.
(6)
Fees for operation of the city's pretreatment program.
(7)
Fees for monitoring, inspection and surveillance
procedures, including cost of collection and analyzing an industrial
user's discharge, and reviewing monitoring reports submitted by the
industrial users.
(8)
Fees for permits to discharge sewage generated
on or discharged from real property lying outside the City of Poughkeepsie
to the POTW.
(9)
Fees for testing, permitting and monitoring the
discharge of sewage to the POTW from a tank or other container.
(10)
Fees for reviewing the design specifications,
plans and construction and installation of pretreatment or equalization
facilities.
(11)
Fees for permitting the pretreatment or equalization
of wastewaters.
(12)
Fees for reviewing slug load/accidental discharge
prevention procedures, plans, specifications and construction.
(13)
Fees for consistent removal (by the city) of pollutants
otherwise subject to federal pretreatment standards or requirements.
(14)
Other fees as the city may deem necessary to carry
out the requirements contained herein.
(b)
These fees relate solely to the matters covered by this chapter
and are separate from all other fees, fines and penalties chargeable
by the city.
