The Village Plan Commission is established pursuant to § 62.23,
Wis. Stats. The Village Plan Commission shall consist of seven members.
Members shall serve three-year terms. Citizen members shall be persons
of recognized experience and qualifications.
A.
The
Village Plan Commission shall have the responsibilities and duties
prescribed for city plan commissions by § 62.23, Wis. Stats.
B.
In addition to the responsibilities and duties in Subsection A, the Village Plan Commission shall have the following powers and duties relating to economic development:
(1)
To confer with and advise the Village Board on all matters concerning
general economic development in the Village, economic development
of the Main Street corridor and development of the industrial park
of the Village;
(2)
To advertise the advantages and opportunities of the Village within
the means provided by any appropriations made therefor by the Village
Board;
(3)
To collect data and information as to the type of businesses and
industries best suited to the Village;
(4)
To develop, compile and coordinate information regarding available
areas suitable for general economic and industrial development;
(5)
To encourage the proper zoning and orderly development of areas suitable
for industrial development and to promote the interest of industrialization
of such areas of the Village;
(6)
To encourage the proper zoning and orderly economic development of
the Main Street corridor and other areas suitable for business development
and to promote the interest of economic development in such areas
of the Village;
(7)
To aid the Village Board in the attraction of new businesses and
industries and in the encouragement of expansion by existing businesses
and industries;
(8)
To cooperate with all community groups which are dedicated to orderly
industrial and economic expansion of the Village, and to furnish them
such aid and advice as is deemed appropriate;
(9)
To cooperate with all industries and businesses in the Village in
the solution of any community problems which they might have, and
to encourage the management of such concerns to have a healthy and
constructive interest in the Village's welfare;
(10)
To periodically survey the overall condition of the Village from
the standpoint of determining whether the Village has a community
climate and furnishes such services and facilities as are conducive
to industrial and economic expansion;
(11)
To recommend to the Village Board the leasing, sale or use of Village-owned
properties for industrial purposes, and rules and regulations governing
the use of all lands in the Village industrial park.
C.
The
Village Plan Commission shall make recommendations to the Village
Board, but shall not have final decisionmaking authority.
D.
The
Village Board, following consideration of recommendations by the Plan
Commission, shall have final decisionmaking authority on matters presented
to the Plan Commission.
A.
Trustee
member. Two Trustee members of the Commission shall be elected by
a two-thirds vote of the Village Board upon creation of the Commission
and during each April thereafter.
B.
Citizen
members. Five citizen members shall be appointed by the Village President
upon creation of the Commission to hold office for a period ending
one and two years, respectively, from the succeeding first day of
May, and thereafter annually during April one such member shall be
appointed for a term of two years. One citizen member may or may not
be a Village resident.
