This chapter shall be known as the "General and Commercial Building Code of the Village of Blue Mounds."
The purpose and intent of this chapter is to:
A. 
Exercise jurisdiction over the construction, plan review and on-site inspection of new buildings and structures in the Village, including those commercial and multifamily buildings and structures allowed by law under Wis. Stats. § 101.12(3)(b) and Wis. Admin. Code § SPS 361.60. One- and two-family dwellings and additions thereto are excluded from this chapter and regulated by Chapter 162, Article I.
B. 
Establish and collect fees to defray administrative and enforcement costs.
New buildings hereafter erected in, or any building hereafter moved within or into, the Village shall conform to all requirements and obtain all necessary permits set forth in this chapter, except as they are herein specifically exempted from part or all of its provisions. Any alteration, enlargement or demolition of an existing building and any installation therein of electrical, gas, heating, plumbing or ventilating equipment which affects the health or safety of the users thereof or any other persons, is a new building to the extent of such change. Any existing building shall be considered a new building for the purposes of this chapter whenever it is used for dwelling, commercial or industrial purposes unless it was being used for such purposes at the time this chapter was enacted. The provisions of this code supplement the laws of the State of Wisconsin pertaining to construction and use and supplement Chapter 385, Zoning, but in no way supersede or nullify such state laws or Zoning Ordinance.
All required fees shall be paid to the Village before the Building Inspector shall issue to the owner, or his agent, a building, electrical or plumbing permit.
Any permit issued under this chapter shall lapse and be void unless operations under the permit are commenced within six months from the date of issuance thereof, or if construction has not been completed within two years from the issuance thereof.
It shall be the duty of all police officers to report at once to the Building Inspector any building, electrical or plumbing work which is being carried on without a permit as required by this chapter.
All permits issued under this chapter shall be displayed in a conspicuous place on the premises where authorized building or work is in progress at all times during construction or work thereon. Failure to do so constitutes a violation.
The Building Inspector shall keep records as required under § 51-9E.
This chapter is adopted under the authority granted pursuant to Wisconsin Statute §§ 101.12, 101.65, and 101.651.
