A. 
It is the intent and purpose of this ordinance to establish an effective numbering system for each building, trailer used as a building and mobile home within the City of Norwalk in order to enhance emergency services response.
B. 
This ordinance provides for the numbering of all new and existing buildings, trailers used as buildings and mobile homes.
C. 
It shall be the responsibility of each property owner to provide and install the number prescribed by the Department of Public Works.
As used in this ordinance, the following terms shall have the meanings indicated:
BUILDING, TRAILER USED AS A BUILDING AND MOBILE HOME
Any constructed or portable structure intended for human use or occupancy placed or erected upon land within the City of Norwalk and remaining in the same location for a period of more than 90 days. Said terms shall exclude accessory buildings such as vehicle garages and storage sheds, so long as the primary building to which such structures are accessory is numbered in accordance with this ordinance.
DISTANCE
The straight-line distance from the established street lines. If there are no established street lines, measurements shall be taken from the edge of the traveled portion of such roadway.
OWNER
The owner of record on the Norwalk land records.
The owner of each building, trailer used as a building or mobile home within the City of Norwalk shall provide, install and attach to said building, trailer or mobile home numerals meeting the specifications of this ordinance and designating the street number of such building, trailer or mobile home as prescribed by the Department of Public Works.
A. 
Numbers shall be Arabic and not less than three inches in height and shall be in a color contrasting to the area to which they are affixed.
B. 
Numbers shall be located on the top or sides of the main entrance of the building, trailer or mobile home facing the street to which such numbers relate.
C. 
If the building, trailer or mobile home is more than 50 feet from the street, the owner shall also number the two sides of a mailbox, post or fence located in close proximity to said street. Numbers shall be visible from the street to traffic moving in each direction.
D. 
The owner of each apartment complex, condominium or similar multibuilding residential complex shall number each building in a location and format approved by the Fire Marshal.
A. 
Numbers shall be Arabic and a minimum of three inches in height and shall be in a color contrasting to the area to which they are affixed.
B. 
Numbers shall be located on the top or sides of the main entrance to the building or trailer. In the event that a building has entrances on more than one street, the owner shall number each entrance in a location and format approved by the Fire Marshal.
C. 
If the building, trailer or multibuilding complex is more than 50 feet from the street, the owner shall, in addition, number the driveway entrance in a location and format approved by the Fire Marshal. Numbers shall be visible from the street to traffic moving in each direction.
D. 
With the exception of single- and two-family buildings or structures, all buildings or structures shall have the firefighter safety building marking system sign installed. The firefighter safety building marking system sign provides information to responding firefighter personnel regarding the construction type of a building or structure and the potential presence of a roof or floor truss. The firefighter safety building marking system sign shall be permanently installed in a position to be plainly legible and visible from the street or road fronting the property or as approved by the Fire Marshal, or his, her or their designee. The installation and maintenance of the firefighter safety building marking system sign shall be the responsibility of the owner/operator of the building or structure. The Fire Marshal, or his, her or their designee, shall provide written or verbal instructions to the owner/operator of a building or structure regarding the information to be included on the sign.

A. 
Enforcement of this ordinance shall be carried out by the Fire Marshal's office of the City of Norwalk.
B. 
Any person who violates this ordinance shall be fined in an amount not exceeding $99.
A. 
Owners of existing buildings, trailers or mobile homes shall comply with this ordinance within six months from the effective date hereof, but in any event no later than May 1, 1988.
B. 
Any owner of a newly constructed building, trailer or mobile home shall submit proof to the Director of Code Enforcement and to the Fire Marshal that the new building, mobile home or trailer complies with the requirements of this ordinance prior to the issuance of a certificate of occupancy, beginning on the effective date hereof.
