A tree commission is hereby established and shall consist of eight members, who shall be residents of the City. The Mayor shall appoint the members of the commission, one member of which shall be designated by the Mayor as Chairman. Their terms shall be three years in length, and so arranged that the terms of at least two members shall expire each year on the first day of January. Such members shall serve without compensation.
The tree commission shall meet as frequently and at such times and places in the City, as may be necessary for the proper exercise of its powers and duties.
The tree commission shall have general supervision of all ornamental and shade tree planting on lands owned by the City, and on land adjacent to public ways in the City, and also to study, investigate and authorize the setting out, care, maintenance, preservation and removal of ornamental and shade trees, shrubs and plants, except the planting, woodcutting and reforestation on the watersheds owned by the City.
The tree commission shall keep a detailed record of its acts and proceedings and shall make an annual report to the Mayor in connection with such record.
