No person shall engage in the business of selling, exchanging
or assembling secondhand motor vehicles or parts thereof, as classified
in MGL c. 140, § 58 without first having obtained a license
therefor, as provided in MGL c. 140, § 59.
All motor vehicles or parts thereof kept or stored under Class
3 of MGL c. 140, § 58, motor vehicle junk license, shall
be hidden from public view, either by storing the same in a building
or by enclosing the same within a suitable fence. All such premises
shall be kept clean and orderly and shall be so conducted that they
will not constitute a menace to public health or safety or create
a public nuisance. The Chief of the Fire Department or the Chief of
Police shall report to the City Council the name and address of any
licensee who does not so keep and maintain his premises.
