(a)
The Development Director shall be a person with knowledge of and
experience in economic, social and property development, planning
and urban development and shall be appointed by and serve at the pleasure
of the City Administrator with the approval of the Mayor.
(b)
The Development Director shall be in charge of the Department of
Development and its divisions of planning, building, and social development.
(S)he shall be responsible for development in the City of Poughkeepsie
and the coordination of work of all development department divisions.
(S)he shall further be charged with the responsibility for the development
and management of social development programs sponsored by the City,
including housing rehabilitation programs, to enhance the property
of the City.
(c)
The powers and duties of the Development Director shall be as follows:
(1)
To advise and assist the Mayor, Common Council and City Administrator
on all matters concerning the development of the City of Poughkeepsie.
(2)
To provide overall management and supervise and coordinate the work
of the planning, building, and social development divisions of the
Department of Development.
(3)
To provide assistance to Planning Board, Zoning Board of Appeals,
Poughkeepsie Housing Authority, Poughkeepsie Urban Renewal Agency,
Poughkeepsie Industrial Development Agency, the Common Council and
to any other related municipal division or department now or hereafter
established in the City reasonably related to the orderly development
of the City of Poughkeepsie.
(4)
To have overall responsibility for and supervise the administration
and expenditure of funds received by the City under the Community
Development Block Grant Program and under any other federal/state/local
grant program relative to property and social development in the City.
(5)
To undertake continuous studies of the development of the City.
(6)
To collect statistical and such other data as may be necessary to
prepare planning and development recommendations.

(11)
To supervise and/or develop administrative programs and activities
for the rehabilitation of housing and for the conservation of neighborhoods.
(12)
To supervise the development of and have overall management
of housing programs sponsored by the City under local/state/federal
community development grants.
(13)
To supervise, develop and aid in the administration of programs
for urban renewal and urban development.
(14)
To supervise the development and manage all City human service
programs funded under local/state/federal community development grants.
(15)
To provide assistance to any agency created for the purpose
of developing programs for the City of Poughkeepsie.
(16)
To supervise and aid in developing and implementing plans and
programs for the economic growth of the City of Poughkeepsie, including
the implementation of the Economic Development Zones of the City of
Poughkeepsie and coordinating and networking community groups and
local businesses and industry.
(17)
To aid in the development of all programs for the physical improvement
and development of the City.
(18)
To supervise the writing and submission of all applications
for federal, state and private grants and funds for furthering the
social, community and economic development of the City of Poughkeepsie,
including housing, rehabilitation and social development grants.
(19)
To employ professional consultants to assist with the performance
of his/her duties and the duties of the Department of Development,
within the confines of appropriations therefor.
(20)
To specifically assist and recommend to the Poughkeepsie Urban
Renewal Agency and City of Poughkeepsie Industrial Development Agency
such development projects as may be legally undertaken by such agency
and to assist that agency in the planning, construction and carrying
out of any project undertaken.
(21)
To coordinate such programs as may be undertaken by the departments
and agencies of the City of Poughkeepsie, including the coordination
and control over projects undertaken by the Poughkeepsie Urban Renewal
Agency, Poughkeepsie Housing Authority and City of Poughkeepsie Industrial
Development Agency and such other agencies, authorities or departments
as may hereafter be established with regard to the development of
the City of Poughkeepsie.
(22)
To carry forth and perform any such duties as may be assigned
or delegated to him/her by the City Administrator.
(23)
To develop and aid in the administration of programs carried
out by the Poughkeepsie Housing Authority.
