The name of the Authority shall be: "City of Washington, Pennsylvania, Municipal Authority, Washington County, Pennsylvania."
It is the desire of the City Council of the City of Washington in the County of Washington in the Commonwealth of Pennsylvania and said City Council hereby signifies its intention to organize said Authority under the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended.[1]

In pursuance of said desire and intention, and in conformity with the terms and provisions of said Municipality Authorities Act and its amendments, the proposed Articles of Incorporation are hereby set forth in full, as follows:
Articles of Incorporation of the City of Washington, Pennsylvania, Municipal Authority, Washington County, Pennsylvania
To the Secretary of the Commonwealth of Pennsylvania, Harrisburg, Pennsylvania
In compliance with the requirement of the Municipality Authorities Act of 1945, approved the second day of May 1945, P.L. 382, as amended, and pursuant to ordinance adopted by the municipal authorities of the City of Washington, Washington County, Pennsylvania, that a municipal authority be established under the provisions of the aforementioned law, the City of Washington, Washington County, Pennsylvania, desiring that a municipal authority be established and that a certificate of incorporation be issued to said authority, does hereby certify:
(a)
The name of the Authority shall be: "City of Washington, Pennsylvania, Municipal Authority, Washington County, Pennsylvania."
(b)
The Authority is formed under the Act of May 2, 1945, P.L. 382, as amended.[1]
(c)
There is no authority organized under the said Act, or under the act approved the 28th day of June 1935 (Pamphlet Law 463), in existence in or for the incorporating municipality named herein, except a joint authority known as the "Washington-East Washington Joint Authority" has been created under said Act by the City of Washington and the Borough of East Washington, both of Washington County, Pennsylvania.

The name of the incorporating municipality is City of Washington, Washington County, Pennsylvania.
The names and addresses of the Mayor and members of Council of the City of Washington, Washington County, Pennsylvania, are as follows:[2]
(e)
The names and address and terms of office of the first members of the Board of said Authority appointed by the municipality named herein are as follows:[3]

The said proposed Articles of Incorporation of said Authority shall be executed by and on behalf of the City of Washington, Pennsylvania, by the Mayor and the Seal of said City shall be thereto affixed, attested by the City Clerk, and filed with the Secretary of the Commonwealth. The Solicitor is hereby authorized and directed to cause to be published the notice of intention to file the Articles of Incorporation with the Secretary of the Commonwealth as required by the aforementioned Act.

The project to be undertaken by the said Authority shall be the acquisition, holding, construction, improvement, maintenance and operation, owning, leasing, either in the capacity of lessor or lessee, of public library buildings, other public buildings for proper municipal purposes and a City garage, and swimming pools, and the construction, improvement and relocation of a storm sewer system, and all facilities necessary or incident thereto, as the same shall be necessary in connection with the construction of a public library building on South College Street in the City of Washington, Washington County, Pennsylvania, or in connection with said other public buildings or garage.
