From and after the first day of September 2009, it shall be a requirement that all City of Washington employees hired after that date must reside within the City limits at time of hire or relocate within a seven-and-one-half-mile radius from the Washington County Courthouse within six months of their first day of employment, unless previously agreed to by the City through a collective bargaining agreement.

All City employees shall maintain an up-to-date record of their residence with the City Clerk and shall register their new address with the City Clerk in the event that any City employee shall relocate his or her residence.
A. 
All members of any collective bargaining unit of the City of Washington, excluding the Fraternal Order of Police, who are currently employees of the City of Washington or who may subsequently be hired as an employee of the City of Washington and become a member of a collective bargaining unit, excluding the Fraternal Order of Police, must either reside in the City of Washington or within a seven-and-one-half-mile radius of the Washington County Courthouse located at One South Main Street, Washington, Pennsylvania.
B. 
Said employees who do not live within the City or within such seven-and-one-half-mile radius of the Courthouse must relocate to the City or within such radius of 7 1/2 miles within six months of their first day of employment as a condition of such employment.
C. 
All such employees must maintain an up-to-date record of their residence with the City Clerk and shall register their new address with the City Clerk in the event that any City employee shall relocate his/her residence.
D. 
All employees who opt to live outside of the City of Washington, but within said seven-and-one-half-mile restriction, as aforesaid, shall surrender 1% of their base salary to be paid by an employee to the City on or before December 31 of each calendar year.
E. 
This provision has been negotiated between the City and bargaining units, and this contribution may be modified in any subsequent collective bargaining agreement between the bargaining units and the City.

A. 
In no event shall an officer live outside the boundaries set forth and described in the map presented by the Fraternal Order of Police and accepted by Mayor and Council, a copy of which is attached hereto.[1] Said boundaries shall provide that City police or a member of the Fraternal Order of Police must either reside in the City of Washington or within 10 miles of the boundary line with the City of Washington and any other municipality or property.

All penalties or assessments imposed under this section shall be paid to the City Treasurer.
