GENERAL REFERENCES
Officers and employees — See Ch. 44.
It is hereby created the position of City Administrator for the City of Washington, Washington County, Pennsylvania. The City Administrator shall be the chief appointed official of the City of Washington.
The City Administrator need not be a resident of the City of Washington at the time of appointment; however, as a condition of employment, he must become a resident of the City of Washington within six months of said appointment.
The City Administrator shall be chosen by a majority of the Mayor and Council solely on the basis of his or her executive and administrative qualifications with special reference to his or her actual experience in, or knowledge of, accepted principles with respect to the duties of his or her office as hereinafter set forth. The City Administrator shall not hold any elected City office while serving as City Administrator.
The City Administrator shall be appointed by a majority vote of Mayor and Council and shall serve at the pleasure of Mayor and Council or by special contractual agreements entered into by a majority vote of Mayor and Council.
The City Administrator shall receive such compensation as shall be fixed from time to time by Mayor and Council.
The City Administrator shall be responsible for the administration of the affairs of the City, under policies established by the Council of the City of Washington, and shall be directly responsible to the Council. Mayor and Council, acting in their executive capacity as department directors, may execute their discretion through the City Administrator.
In addition to the general power granted to the City Administrator as set forth herein, and subject to the policies hereinafter established by the Mayor and Council, the City Administrator shall have the following specific duties and powers:
A. 
Organizes and administers and plans programs for the Mayor and Council and the City Treasurer.
B. 
Implements all policies, procedures, ordinances, rules and regulations concerned with the administration of the City government.
C. 
Confers with elected officials and their designated representatives in the formulation, development and implementation of department plans.
D. 
Oversees the preparation of the budget and reviews budgets to see that they are in accordance with established laws, budgetary policies and cost-saving practices and principles.
E. 
Reviews all personnel functions to determine if they are in accordance with merit principles.
F. 
Develops and establishes training and wellness programs for all City employees.
G. 
Executes all laws and ordinances of the City.
H. 
Develops and implements a viable public relations program both internal and external to the City government. In doing so, the Administrator serves as a nonpolitical positive vital force in the community and devises careful plans and policies for submission to Mayor and Council. The Administrator supports such proposals to Mayor and Council with logical argument. In addition, the Administrator publicly advocates and defends City government policies only after consideration and adoption of such policies by the Mayor and Council.
I. 
Negotiates contracts for the City, makes recommendations concerning the nature and location of City improvements and executes City improvements and contracts, all subject to directions and approval of the Mayor and Council.
J. 
Assures that all terms and conditions imposed in favor of the City or its inhabitants in any statute, ordinance, established policy or procedure, public utility franchise or other contract are faithfully kept and performed and shall call any violation to the attention of the Mayor and Council.
K. 
Prepares an agenda and supporting documents for and attends all meetings of the Mayor and Council with the right to take part in discussion, but without the right to vote. The Administrator shall cause to be timely prepared the background materials necessary for Council deliberations.
L. 
Negotiates all employee bargaining unit contracts, subject to the directives of Mayor and Council.
M. 
Administers directly and/or through department heads an effective employee relations program, to include individual, periodic and special performance evaluations, discipline, hiring, terminations and training.
N. 
Investigates and responds to citizen concerns and requests in an informed and timely manner.
O. 
Performs such other duties as may be required by City ordinances, policies, resolutions or other actions of the Mayor and Council within the limitations imposed by the Third Class City Code,[1] resolutions, policies, ordinances, state and federal laws.

P. 
Authority to recommend to Mayor and Council the disciplinary action and/or removal of subordinate officers and employees.
Q. 
May delegate responsibility as deemed appropriate with approval of Council.
R. 
Such other duties as may be assigned and determined appropriate by the Mayor and Council.
The City Administrator shall not hold any other employment for compensation, except as specifically authorized by the Mayor and Council.
The Mayor and Council may require that the City Administrator, before entering upon the duties of office, be required to give bond to the City with an approved bonding company as surety conditioned upon faithful performance of the duties of the office, the premium for which shall be paid by the City.
The City Administrator shall attend all meetings of Council with the right to take part in discussion.
The City Administrator shall keep the Council and City Treasurer informed as to the conduct of City affairs and shall make such recommendations to the Council as the Administrator deems advisable or as directed by Council.
