[Adopted 3-28-1966 by Ord. No. 959 (Ch. 10, Part 2, of the 1986 Code of Ordinances)]
The Board of Health of the City of Washington, having determined that the presence of numerous European starlings and unowned pigeons upon the streets, parks, buildings, and other public places in the City of Washington is detrimental to the public health, hereby declares that such unowned pigeons and European starlings are a public nuisance and may be captured, removed and destroyed as set forth hereafter.

The Health Officer is hereby empowered to capture, remove and destroy said European starlings by any humane means and in such a manner that will have due regard for the safety and protection of persons and property in the City of Washington.
The City Council is hereby empowered on the recommendation of the Board of Health to enter into such contracts to capture, remove and destroy said European starlings in the City with any business organization engaged in such business, to be done as set forth in § 115-11.
The City Council is hereby empowered to enter into such contract or contracts to capture, remove and destroy unowned pigeons in the City with any business organization engaged in such business, to be done as set forth in § 115-11.
